Not necessarily. The concept of leaders holding power through the consent of the governed goes back to Magna Carta, if not earlier. Stark would not hold the power he wields if he didn’t have the backing of the majority on the train.

I’m very old and I have seen more revolutions fail than succeed. You’re fighting a losing battle. Why not give up?

Why does everyone think I'm putting myself up? I'd probably be a poor choice. I'm nowhere near the engineer we need to handle all this advanced technology. Though I might add our current leader knows nothing about magic or similar, but somehow that never seems to trouble anyone...
