The other may be pushing against him, and Tidus may be a bit more physically powerful than Inigo himself, but he's got the advantage of being the one on top here - which means that it's easier to resist that pressure and push back to keep himself in shape.
That only lasts for about a few moments though, before Inigo gives up, sighing dramatically as he lets himself roll off the other guy. Fine, fine, Tidus! You big bully! Be free!
