That is a good question, and yes they can be. In the terms of radio waves, that we're talking about, there are certain metals and materials that can interfere with the signal. You could also lose the message by being outside the radius of the tower.

If I went to the luggage car and screamed at the top of my lungs, you wouldn't hear me in standard no matter what I did. On top of that, any closed doors would stop my sound and dampen it further. Signals work like that too. At the bottom of the tower is usually a power source to boost the signal as far as they can get it.

Communication is a fascinating resource that people have come up with. Apart from the basics there, then humans went about trying to pass messages without other people overhearing them.

You can do a few things. You can alter the signal so you need a different device to decipher it. You can change frequencies, which is like the line the signal is being sent along. You can send things in code, so you're not understood.
