Perhaps there will be time, later. They travel as the wind takes them, and hopefully the ones over Hyrule will blow freer in the years to come.
[I did not go into this thread expecting to make Wind Waker references as well, but here we are]
Many years ago, before the Deku arose in the forests or the Gorons pierced the heart of Death Mountain, a great war between a goddess of light and a king of demons threatened to destroy the land which would be Hyrule. Many mortals fought bravely and many died valiantly, but they left wives and children and elderly parents behind- not a group who could defend themselves. So the goddess offered a sanctuary to those willing to leave: an island in the midst of the clouds, sealed off from the death on the surface until it was safe to return.
And when the people of the surface arrived in the sky, they found one last gift from their lady: a race of great birds, brightly-plumed and strong enough to carry grown men through the air. And with their companions, called the Loftwings, the people of the surface began to create a new life for themselves. The city they took for their own was called Skyloft, a home for man and bird alike.
