Because it's so easy for the other to reach out and ruffle his hair like that, considering Inigo is giving zero resistance to the gesture..
.. but then he's just moving to wrap his arms around the other. It's not even a light hug, nope, he is full on clinging to Jingyi. Just because he's having A Moment here. Just because he's overcome by how great Jingyi is, and how lucky Inigo is to have him as a friend.
