I think the train must at least want us alive, or it wouldn't feed and house everyone now. It wouldn't have provided clothing if it didn't want to prevent us from being seen. If there was no drinkable water for those who needed it, it wouldn't be safeguarding its investment.
But that still doesn't mean there would be water -- or enough water -- for those who use it to fight. Or a way to carry it.
